mailing list!
This list is for discussion of issues related to CAP Communications. It was
formed in 1995 to give CAP members a place to discuss CAP Communications issues
other than in the more general CAP-TALK and other CAP-related distribution
lists. This list is open to anyone, not just CAP members, as long as you are
willing to take a professional approach to our conversations.
Appropriate subject matter for CAP-COMM includes the wide range of issues we
deal with in CAP Communications, including operating procedures, hardware,
problems faced by our system in various areas, and innovative solutions.
This may include content as detailed as specific service information on
specific models of radios (as long as the modifications are in compliance
with appropriate regulations) and SYSOP advice for packet radio BBS
software. It may also include more general subjects
like ideas for training "non-communicator" radio operators, mission
communications plans, and ideas for future improvement of our overall voice
and digital network.
CAP-COMM is not an official fixture of Civil Air Patrol, Inc.
Specifically, it is not a "back-door" to enable participants to circumvent
the chain of command. Although Region and National staff may participate,
any proposals for changes in regulations and procedures will need to go
through chain-of-command channels. Unless they label the message otherwise,
everyone should be understood to be speaking as individuals, and not on
behalf of their CAP duty assignments.
Policies
The number one rule of CAP-COMM is "Be Polite!" There is no excuse for
insults, name calling, and other types of "flames." As CAP members, we have
respect for the opinions of others. If we disagree, we discuss those
disagreements on a PROFESSIONAL level.
Unless otherwise stated, ALL POSTS ARE THE PERSONAL OPINION OF THE
ORIGINATOR. This includes posts from the CAP National HQ domain.
The list owner reserves the right to make rulings about topics, threads and
general appropriateness of message subject matter. By posting in this list
you agree to comply with the rules of the list, and with rulings of the list
owner.
CAP-COMM is set so that messages from addresses that are not subscribed will
be bounced to the Owner for review. This is because of past
problems in which people tried to incite trouble in this list, as well as the multiple SPAM mesages sent to the list daily.
Note: This means that if you subscribe at one address and forward messages
to another address to read you will not be able to post messages from that
second address.
Please limit included text in follow-ups. Please trim all unnecessary quoted
material, including excess headers. Generally, readers should not have to
"page down" to see the new text you have added, following a brief quote of
the previous message to indicate the key points to which you are replying. Similarly, you should not make a brief comment at the top of a message followed by page after page of other people's past messages.
If you know you are going to lose your Internet account, please unsubscribe
from all CAP lists before the account is canceled. If you do not, messages
to your former address will bounce, and each list owner will have to
unsubscribe you manually.
Posting & Digests
All messages sent to CAP-COMM@lists.sempervigilans.org are immediately
forwarded to members of this list. There is also a digest version of the
list available; subscribers to the digest version receive all the same
messages, but they are collected into "digests", rather than sent as
individual messages. The digests are sent daily, or more often if warranted
by message volume. If you need the digest form of the list, ask the list
owner.
There are a couple of reasons your messages might be "bounced" and not be
distributed to the list. The listserv may not transmit unusually large files. For this reason, you should not quote dozens of previous messages. As mentioned above, edit your post to only quote the comments to which you are specifically replying.
Please consider carefully before you send a message or a reply to more than
one CAP-???? list. Many people who subscribe to multiple lists find this
objectionable. Send your message to the one most relevant list, please.
Copyright
When messages submitted
to the CAP-COMM listserv are distributed to subscribers, they are
"published," as defined by relevant law and legal court cases because they
are "fixed in a tangible means of expression."
It is the policy of CAP-COMM
that the original author retains copyright to the original text of the body
of the message, however by submitting the message to CAP-COMM, the author
grants the list owner, or designee, the right to edit, distribute, or reject
the content of the submitted message. The message, as distributed, is
copyrighted © on the date of
distribution by the CAP-COMM list owner.
Messages distributed by
the CAP-COMM listserv are, thus, the property of the listserv owner and may
not be automatically forwarded or archived in any publicly available form,
whether modified or unmodified, without the permission of the list owner.
Nothing in this policy
shall be interpreted as abridging the right:
- Of the original author
of the message to use the content in other settings,
- Nor the right of any
individual subscriber to manually forward or archive individual messages,
- Nor of any individual
subscriber to automatically forward messages to another email address to
which he or she holds password access
List Owner
I am Michael Marek, Lt Col, CAP. I have been a CAP member since 1983 and was
promoted to Lieutenant Colonel in 1993. I am a former Comm-Team Leader and a current Comm-Team member. I have also served as South Dakota Wing
Chief of Staff, Director of Communications, Wing PAO (twice), Director of Emergency Services, and in the 1990s was CAP's National Digital Radio
Network Manager. I am or have been an Incident Comander, Comm Unit Leader, Mission PIO, Master Ground Team
Leader and Senior Observer. I have served as a CAP Encampment Commander, twice as Deputy
Commander and once as Executive Officer. In other parts of my life, I am a tenured professor in the Mass Communication
program at Wayne State College, Wayne, NE. I am an Extra class amateur radio operator. I have also served as an
American Red Cross First Aid
Instructor Trainer.
